Based in Springfield, Missouri, Douglas Healy is a respected attorney who primarily serves as general counsel to the Missouri Joint Municipal Electric Utility Commission. Also focused on handling energy law matters on behalf of private companies, attorney Douglas Healy successfully represented Chicago-based Invenergy in a Missouri state appellate court case focused on the Grain Belt Express Transmission line.

The 19-page ruling delivered by the appellate body in December 2019 validated a decision by the Missouri Public Service Commission in March that eminent domain could be used to push the transmission line project through to completion. This will bring wind power generated in Kansas to consumers spanning the states of Indiana, Illinois, and Missouri.

A key reason for the Public Service Commission’s decision was that the project, which aims to boost the profile of renewable energy resources, works to the public benefit. The decision was opposed by the Missouri Farm Bureau and landowners, who will lose nearly 10 acres statewide to the transmission line towers.
